13. Just to be clear...these are Border Patrol cages.

There's a law...that BP cannot hold anyone for more than 72 hours. then they have to be moved into DHS/ICE facilities.
but, because trump/Miller have ordered so many mass arrests, ICE facilities are not available for so many people.

At least that is the story....but it was BP who was taken to court to argue about soap, toothbrushes, showers not being available, so obviously they are part of the wider problem.
