Donald Trump used that phrase a couple of times in his propaganda spew this morning on the driveway of the White House. What did he mean by "effectively"?
It appears that he is trying to head off the testimony of Mueller this coming week? If the Democrats attempt to say there was obstruction, Trump wants to have a counter argument ready. All he needs to convince are his supporters.
But, the truth of the matter is that, "effectively", there were several incidents of obstruction and any effort to deny that is a bald-faced lie.
They have not yet figured out a way to handle what they expect Mueller to say? The best they can come up with is, "effectively, no obstruction".

(182,806 posts)Nothing new BUT the point of this is to bring back into the public. Very few people have read it but by going over it in Congress th main points get more air time and coverage. Thats the whole point of the testimony
