1. Because Trump was having a major meltdown and the WH needed Pence ready

in case Trump had to be hospitalized.

Your NH theory doesn't make sense as Trump doesn't have to worry about William Weld winning any primary.

There was an early report — from an unreliable source — that one of our subs and the Russian sub were involved in an incident. That report was roughly the same time as the call back. There’s a thread on it posted here, the OP made a point to note it was not confirmed and very early.

At least that’s what I would think if this were a normal administration. With trump, it could very well have been a hissy fit over something minor, like the Pentagon said we can’t have a hundred tanks rumbling down the road at you big 4th celebration.

the larger question : pence was chosen for trump to solidify the evangelicals in 2016. since then trump has become the god emperor of holy rollers and, perhaps, to them, the returned jesus himself. pence is no longer necessary.
