3. The timeline for printing materials for the Census

is not specified in the Constitution. I'm sure that the first dozen or so of them were printed up way in advance, since they had to be delivered to far flung locations by sailboat or by horse and wagon.

It did seem odd to me that there was a June deadline for printing them, since we have all kinds of ways of transmitting information to local printers at the last minute.
