He wants to be hawkish and at the same time reasonable and not-so-hawkish. He equivocates on issues and policies all the time. He leaves himself a deniability out in case things don't work out to his advantage. There's always an out to say, when questioned, that he said A, or he said not-A.

...he doesn't want anything complex. And he doesn't know how to gain from this either, so the easier way is just ignore it.

but he doesn't seem able to pull it off. Has he actually fired anyone in his administration? Seems like he always get someone else to do it for him. He's like a walking disaster area, leaving lawyers in his wake to clean things up.
