Storm water drainage

Don't know how this would work for major flooding, It soaks up the water, and drains it off into groundwater.

Parking lots and industrial/retail roofs are no longer allowed to drain directly into storm drains or waterways. New developments are required to drain the water into infiltration basins or similar. In some cases these are large perforated cisterns underneath the parking lot.

But I see a problem with flooding IF the groundwater is already soaked to capacity.
