scroll down the chart to those cities with pollution values in red. Easy chart to look at red is "unhealthy."
All of these cities are in the Los Angeles area

They control the air pollution in CA not the federal government.

I don't think a single law has been changed here, regarding car emissions and the like. But the fires have gotten exponentially worse.
