Mulvaney doesn't want Daddy to hit him so he tries to do everything Daddy wants, not let anything happen that might make Daddy angry, and to assure everyone outside the family that it's all perfectly reasonable and everything's fine. Probably from his perspective it was perfectly reasonable to ask the Navy to move the ship because he didn't want to deal with Daddy's temper when he got home.

Whether Trump was behind the request or not, the fact that his staff sees the request as "not unreasonable" is very troubling.
