Trump administration's census citizenship question faces potential Supreme Court setback

WASHINGTON – Challengers to the Trump administration's plan to add a question on citizenship to the 2020 census sought to bolster their case Thursday with new documents that could affect the Supreme Court's verdict.

Lawyers for the New York Immigration Coalition said the evidence, submitted to a federal judge in New York, reveals that the administration's motive in adding the question was to reduce the voting power of Hispanics. That would help Republicans and hurt Democrats in congressional elections.

Administration officials have testified that they sought the citizenship question not for that reason but to protect minority voters under provisions of the Voting Rights Act.

Three federal judges have blocked the question from being added, based on both federal law and constitutional grounds. The case was argued at the Supreme Court last month, and a decision is expected by the end of June.

During oral argument, it appeared that the court's conservative majority ultimately would rule in the administration's favor. If the justices consider the new information, it could alter their decision or prompt them to ask for new briefs from both sides.
