The U.S. Govt is FUBAR but not completely without merit, and I fear it needs a wipe and drop, meaning a complete redo, to a much simpler Constitution and set of reasonably enforceable rules with no ambiguity whatsoever!

How about: State govts handle this, Federal govt handles that, with no overlapping nonsense like there is now, looking at you cannabis!
