We need to frame it like that.

Short and sweet.

Sure, we could go on and on about how Trump promised he would release his returns the second they weren’t under audit. We could go on and on about how that excuse was bullshit from day one. We could go on and on about how every other candidate since Eisenhower had done so. And about how it’s illegal for Mnuchin to refuse.

But we need to keep it bite sized.

If that’s not the reason he won’t release them, then what is?

I guess what I like about "if that's not the reason, what is?" is the way it makes the listener fill in the gaps for themselves.

Because we're not going to find out the real reason for quite a while, and because people are naturally curious and once a question has been posed and they've tried to figure it out for themselves, they're more interested in the answer than if they're simply told it.

But yeah, I would assume that he's done what you suggest if there was a way to save some money by doing so.
