so with the current DOJ that is a no. They won't prosecute the POTUS for anything, for any reason at all.

If you mean by means which Congress primarily controls, then you've got inherent contempt, and impeachment. Both of those fall into the "technically possible but not every day occurrences" bucket.

A better route is probably to put the screws to the underlings in question, both via referring contempt cases to the DOJ and by inherent contempt powers. These people's loyalty to Trump will evaporate pretty fast in the face of very real threats of large legal bills and imprisonment. It is easier to say "sorry sir, I had no choice but to follow the law" and risk getting fired by Trump than it is to incur six figure legal bills and spend weeks or months in jail.

One of Nixon's articles of impeachment was obstruction, and another was Contempt of Congress. No statutory Law need be violated to impeach.
