(and even then, don't get your hopes up).
Whether they're outright impeachment hearings or preliminary hearings that springboard off the Mueller report, going into areas which weren't within his mandate and filling in holes caused by the redactions, there has to be daily headlines about Trump's betrayal and corruption, the supine Republican acceptance of it, and the betrayal and corruption by the Republicans.
A daily stream of headlines, not the seemingly-endless standby of "wait for the Mueller report". As much as possible drive the news cycle, and berate talking heads who retreat into comfy "both sides" nonsense. That's how the Republicans did it, that's what Wikileaks did: dole it out over time, always have headlines about Republican malfeasance and cowardice.
If any Republicans are going to speak up, they have to be put in a position where they're dead meat if they don't. Because rest assured, most of them are in a position where they're dead meat if they do. Conservatives have made it standard operating procedure to oust backsliders since they took over the party and sent the Rockefeller Republicans into political oblivion.
Push. The. Story.
This is as much a marketing campaign as political action and civic responsibility.
