IMHO, the best course of action at this time is to have more OPEN congressional hearings and investigations relating to what we learned in the Mueller report, where the evidence leads, AND the other investigations that have spiraled off from Mueller. All of them.
as a part of this, witnesses must be sworn in and prosecuted for perjury if they lie to Congress.
As these investigations and hearings move forward it will become more and more clear to everyone, even many republicans, that impeachment is the proper course of action.
the investigations and hearings will be much like an impeachment hearing. they just won't be under the umbrella of impeachment. all the same matters can be discussed and investigated.
once they start impeachment hearings, a lot of things will change. I just don't think it's necessary at this point in time. Let's get the evidence out first. then impeachment will be a no-brainer.

(2,611 posts)Subpoena power, in particular, is pretty toothless without an impeachment in progress. That said, putting a bill of impeachment in play, but then putting in on hold while an investigation proceeds with full power for committees to subpoena and hold defiant individuals in contempt.
