I think if you go to the blue bar at the top, and click on the question mark, you might find instructions somewhere on how to do it. (Possibly under "reporting a problem"?)

Crop off references like Occupy Democrats, and then post like a photo you uploaded. OR save to ImGur, and post the link from imgur.

Better chance you don't get flagged that way vs posting a URL to the meme as you did (assuming you used same URL as you posted above from i.ibb.co) cause the only way they can know the content is via an image scan, which is much more costly on the scale FB operates. They rely on the URL getting reported, so if you break that chain by making it 'your image' at a new URL ... well, it should at least last longer
