Rachel did that piece on Watergate and explained a complex strategy once it was known they were dealing with a criminal administration that could subvert the investigators. The only possibilities that I can see is that either 1) Barr is in the tank for Trump, or 2) There is something really really big going on and Barr is continuing with Mueller's chess match so that the transfer of power is peaceful.
