Most Israelis voted center-right and center-left.

Bibi is not going to annex the WB, he stated that he wants to bring the major settlement blocs into Israel proper.

Without a real peace partner, what are they supposed to do? Nothing will change until Abbas dies, and then there will be an internal battle for control of the PA and Fatah. There is no indication that any elections will happen so whoever ends up leading they will not have international legitimacy. How do you sign deals with dictators who could be gone at any time?

I don't think he wants a Palestinian state to emerge either, but the bottom line is that the Palestinian leadership are making it easy for him, they are fragmented between Hamas and Fatah, so they have no clear democratically elected leadership structure, Abbas won't negotiate without preconditions like withdrawing all the Israelis from the WB (which is absurd) and demanding the "right of return" for 6 million refugees. Further, the Jordanians, Lebanese, and Syrians have no plans to make peace with Israel. Because of all this, Israeli are concerned about security and the economy, and that's about it.
