Is there an over-arching entity orchestrating the Barr cover-up...

and burial of the damaging details of the Mueller report? We've watched trump's bumbling incompetence and public mental unraveling over the last three years so it's obvious that trump is not the one who is calling the shots on this.
The question is, is it the republican party apparatus or another body, perhaps even foreign, that is supervising the dismantling of our democracy and replacing it before our eyes with a form of fascism that is taking over.
Barr was dispatched to exonerate trump IMO, and he is blatant in his disregard for Congress' rights to see the whole, unredacted Mueller report and is now if fact putting in phase two of the plan—the tale that trump's campaign was the one that was spied on which FOX and the 24/7 right wing radio will broadcast and amplify at mega decibels that will brainwash trumpsters and become the official record as the takeover is completed.
Anyone have any ideas as to who/what is the orchestrating body—the repug apparatus, Putin, or the repug apparatus in conjunction with Putin, or domestic oligarchs like the Kochs and Mercers working togethers?
