We've seen his bumbling incompetence and mental unraveling over the last three years. He is not the mastermind behind this. Barr was dispatched to exonerate trump and bury the Mueller report and he is doing just that.

By whom is the questions? Is it the repug party appartus, Putin, the repug apparatus in conjunction with Putin, or is it American oligarchs like the Kochs and Mercers?

It certainly isn't trump as IMO he is being orchestrated himself. That's not that difficult to do as it has been shown many times that his mind is easily manipulated by the last person in his ear—see Steven Miller.
