Two police officers in Honolulu, Hawaii, who allegedly forced a homeless man to lick a urinal in a public restroom were charged Friday with civil rights offenses, federal authorities said.

John Rabago, 43, and Reginald Ramones, 43, were each charged with one count of conspiring to deprive a person of his civil rights and one count of acting under color of law to deprive the same individual of his civil rights.

They pleaded not guilty in federal court on Friday and were released on $25,000 unsecured bonds.

They each face a maximum penalty of 11 years in prison and a $350,000 fine based on the combined charges, which stem from a January 2018 incident in Honolulu.

HONOLULU (HawaiiNewsNow) - Two Honolulu officers who allegedly forced a homeless man to lick a urinal in a public restroom were charged Friday with civil rights offenses, federal authorities said.

They both pleaded not guilty in federal court on Friday afternoon and were released on $25,000 bonds. Their trial date was set for June 3.

The homeless man, 37-year old Samuel Ingall, did not report the crime. It was a fifth responding officer who notified command.

The police department subsequently turned the case over to the FBI.

Mother of homeless man forced to lick urinal calls alleged abuse an 'abomination'

HONOLULU (HawaiiNewsNow) - The 37-year-old man who four officers allegedly forced to lick a urinal has struggled with drugs and homelessness for years, said his mother, who called the abuse an "abomination."

"I have a lot of faith and forgiveness. But this has gone beyond," Charity Ingall told Hawaii News Now.

Ingall lives in Pennsylvania and said she had no idea about the abuse case involving her son.

She also said her son, Samuel, struggles with drug abuse.

The alleged incident happened in January of last year at a public restroom on Sheridan Street. There were five police officers at the scene including a sergeant responding to a call. The attorney for the alleged victim Sam Ingall who is homeless, says the officer told Ingall they wouldn't arrest him if he licks the urinal.

"He was forced to essentially do something that's disgusting. His face was forced into a urinal. The police officers thought this was amusing. It wasn't as though he was doing anything illegal but they chose to do this to him because he was vulnerable," said Myles Breiner, Sam Ingall's attorney.
