this looks like they are saying that the federal judges do not have inherent power to order the disclosure of grand jury materials

The strategy must be to go softly, as Pelosi has done on impeachment, to keep Trump from claiming victim status.

The downside is that Dems lose momentum and the narrative.

Republicans are going to fight, refuse, stall, etc... now, they can say they are working on redactions and the Democrats are being unfair. Of course, they want to protect Trump and Barr must be looking to try to get away with redacting as much negative as possible... Republicans are not going to give up the full report or Trump's taxes easily.
