for the president and Vice President and any of their underlings to tell the IRS to not comply with a lawful request for someones taxes.
That is not word for word.
The punishment is 5 years in prison. The same goes for anyone in the IRS who does the presidents bidding or withholds knowledge of the request.

(f) Disclosure to Committees of Congress
(1) Committee on Ways and Means, Committee on Finance, and Joint Committee on Taxation
Upon written request from the chairman of the Committee on Ways and Means of the House of Representatives, the chairman of the Committee on Finance of the Senate, or the chairman of the Joint Committee on Taxation, the Secretary shall furnish such committee with any return or return information specified in such request, except that any return or return information which can be associated with, or otherwise identify, directly or indirectly, a particular taxpayer shall be furnished to such committee only when sitting in closed executive session unless such taxpayer otherwise consents in writing to such disclosure.

Any person who otherwise has or had access to any return or return information under this section may disclose such return or return information to a committee referred to in paragraph (1) or any individual authorized to receive or inspect information under paragraph (4)(A) if such person believes such return or return information may relate to possible misconduct, maladministration, or taxpayer abuse.
So if Mnuchin illegally refuses to turn over the requested information, a whistleblower within the IRS may legally provide the info in confidence to the Chair of the WAMC if s/he meets the standard at the end of the sentence.

I fully expect "The Mnuch" to defy the House Committee and protect Donnie Dim-Wit all the way to the Supreme Court though. Then we'll see what sticklers the Supremes are for "the rule of law", and what "strict Constitutionalists" they are. Then "the Mnuch" should then resign voluntarily. If not, he should be impeached, and yes, a Secretary of the Treasury can be impeached.
