He basically sat back and watched Trump conduct character assassination on a dead man who was supposed to be one of his best friends, allowed McCain's family to see and hear it, while he was, in fact, the one who suggested that McCain turn it over to the FBI.

I could not carry the weight of being that guy. And the fact that Graham can tells us all we need to know about him.
