There's a shit-ton of CIRCUMSTANTIAL evidence lying around, but if nobody is willing to go on the record regarding the Russian Mob-State (and their penchant for killing people), all Mueller can do is report THAT.
Mueller did not say that trumpco is NOT GUILTY, NO EVIDENCE. He DID say, the evidence he can get at, isn't enough to put him on trial AND WIN, which is not quite the same thing (if for no other reason that for some reason it's the opinion of the DOJ that a sitting president can't be indicted for...well ANYTHING, apparently, and Robert Mueller is smart enough to know that, too).
If nothing else, the man did a commendable job of getting his work to pay for itself (manafort seizures), which is a hell of a lot more efficient than either Ken Starr OR those idjits who ran the Benghazi investigations .

(7,142 posts)during Barr's confirmation hearing that he said he did not believe that a president can be found guilty of obstruction of justice. Barr gave this opinion before he read Mueller's report, it's his belief.

(15,289 posts)it implies because of DoJ's policy not to indict a sitting President, Mueller just gathered the evidence and made no conclusion as that decision is up to Congress.
