On one extreme, it can mean there s no reason to do so as it is clear he is innocent.
On the other extreme,, he is guilty of something and the report will say what.
And an infinite number of shades of gray in between.

I'd imagine the answers weren't actually truthful. It seems that would trigger something.

...no sense taking on a fight as SCOTUS if you don't have to, even if you have a 90% chance of winning. He may have all he needed to make a decision one way or another from other testimony and/or physical (technical) evidence.
Gonna be a fun couple days, that's for sure.
