There used to be a time when the nation's foreign policy was an intensely discussed and debated topic. Were we too hawkish? Not hawkish enough? Too preoccupied with human rights in other countries? Not concerned enough? Were our alliances hindering bold moves? Did we neglect our allies in pursuing other aims?

Now? We just lurch from one thing to another. No rhyme or reason except who's captured Needy Amin's attention today. State Department and foreign policy careerists have to be hating life right now.

Both to work for and in efficiency. My daughter, a US citizen, had a baby in Frankfurt last May. The bureaucracy has turned into such a nightmare, that the attempts to get US citizenship for her daughter have still not met with success. Next appointment with the US Consulate in Frankfurt is in April. She must bring the baby, the father and about 5 kilos of paperwork.

When me daughters were born, the U.S. Embassy here said to get them U.S. citizenship, I should bring their German birth certificates, a photo, my proof of citizenship (Passport was fine) and a checkbook. No advance appointment necessary. Within two hours of walking in there, I walked out with their U.S. birth certificates, first U.S. passports and their social security numbers. I didn't have to bring them or their mother (my grandfather was right--he said don't send a photo because all newborn babies look like Winston Churchill).
