Is Trump trying to give Ivanka credit for an Obama administration State Department initiative

that was a signature Hillary Clinton initiative? In 2009, the Office of Global women's issues was created in the State Department and an ambassador at large appointed to lead it. As noted in the news stories - all centered around this being Ivanka Trump's project that is getting more money - the Trump administration has left the position empty since the Obama era person left in May 2017. They have now appointed a woman to that position. https://www.usnews.com/news/politics/articles/2019-03-08/trump-budget-to-include-100m-for-daughter-ivankas-project The artticle speaks of continuing existing programs and developing new ones.

Unlike the wikipedia article, that listed several programs that were implemented in the Obama years, on the Trump years, there is no substance - just that "Ivanka has focused on women's issues". Yet, has anyone heard of any conference she spoke to, any new (or old for that matter) program she advocated for? She is incredibly prominent and there is no way if she was actively doing anything, there would not be intense coverage.

Her clothes, shoes, and handbags business was accused of stealing designs and the production was done in China with no sign of requiring fair labor rules. From afar, it seemed all she brought was her name and image. Her book on how to manage life as a businesswoman was ridiculed -- deservedly.

What concerns me here is that Ivanka is nothing but a figurehead here. The woman appointed ambassador at large will run whatever subset of the existing programs that were already defined, initiating and working. Then in 2020 -- there will be a reintroduction of Ivanka, speaking about how her dad's administration is doing ground breaking work aiding women around the world.

"just" a daughter/child of the man freak but a legitimate something, so when they come for her, all bets are off.
