If McConnell (and hence, the Senate) weren't supportive of the new Budget Deal,

I believe Trump would have shut down the government again.

Then again, Trump has publicly announced that he's "adding" to the draft Bill, which might not pass in either or both Houses.

dipthong is gonna sign it, then call a national emergency anyway, and force through the rest of the 5 billion he wants. Hopefully Speaker Pelosi can bust his ass again.
