If they thought it was so harmless or so common, why did they only do it within their insular little all-white groups? Why are there no pictures of them hanging out with their black friends while decked out in full blackface? Because they knew it was wrong.

Same thing here. The people who wear these hats know exactly what they mean. And that's why most people wear them. It sounds like this kid in the tweet had enough sense and common decency not to go completely out of his way to insult black people to their faces.
