The photo is racist and contrary to fundamental American values. I join my colleagues in Virginia calling on Governor Northam to do the right thing so that the people of the Commonwealth of Virginia can heal and move forward.
And yet, it appears he is not going to?

Especially now that he is now saying that he wasn't in the picture, after his original statement apologizing for being in it.

The contradictory statements indicate that any apology is now feeble, unbelievable, unacceptable. He can't walk this back, can't be forgiven. If he stuck with his original admission, then apologies and a resume of good deeds since then "might" let him keep his job. But now, he has to go. He's probably just taking some time to try to negotiate a good next job.
