He spent years building the Republican base in order to get conservative Republicans elected and push through an agenda of tax cuts for the wealthy, deregulation, and installing pre-approved conservative judges to strike down everything any non-conservative ever did.

Like every NeverTrumper, he got upset that Donnie booted them off the drag-racing strip they built so that he could drag-race on it himself, but not upset enough to do more than go on tv & Twitter and make entertaining snipes at him. It was positioning themselves for after Trump is gone.
