It's likely coincidental and was caused by LaGuardia shutting down and the FAA starting to bring down the hammer on him.

Turtle said the govt shouldn't have been shut down in the first place, and that's it's not a way to run the govt...something like that. Then poll showing large hit to Trump's approval rating.

Trump relies heavily on Turtle's good graces, now the House belongs to the Democrats. He can't risk losing Turtle as an ally. He also can't risk losing his base, which is what shows in the new low approval ratings.

When it was announced that air traffic at LaGuardia and elsewhere was disrupted, Trump and his minions had no choice but to fold. It would have happened whether or not Stone's indictment had been announced.

Trump is a traitor but on this particular question, I feel it was the Speaker's position of "No negotiation without ending the shutdown" which did it (along with HUGE disruptions to Air Traffic Control).
