Was Michael Bennet's RIGHTEOUS rant against Ted Cruz a violation of Senate rules?

Was it a personal public attack on one member by another?

The rant was a thing of beauty against the Senator most despised by all the other Senators.

edit to clarify:

Clearly this post was misunderstood. Everyone when beyond the posed question at face value. The reason for asking was to get the answer to the question so as to see if Turtle or Cruz cry foul and see where that goes.

In that light, I actually hope he DID break a rule.

if some obscure Senate rule is 'violated.' If McConnell pushes that one, well, I don't know after all the bullshit Repubs have pulled the last 10-15 years.
