A friend of mine trying to apply for US citizenship said that the shutdown completely screwed up his application. Surprised it's not even bigger news, Trump has basically shut down the legal means to immigrate here to the US legally too.

USCIS is funded primarily by immigration and naturalization benefit fees charged to applicants and petitioners. Fees collected from individuals or organizations filing immigration benefit requests are deposited into the Immigration Examinations Fee Account (IEFA). Congress created the IEFA in 1988, establishing the authority to recover the full cost of immigration benefit processing. This account represents approximately 95 percent of USCIS fiscal year (FY) 2016 total budget authority. Dec. 22, 2018 Lapse in Federal Funding Does Not Impact Most USCIS Operations
The current lapse in annual appropriated funding for the U.S. government does not affect USCISs fee-funded activities. Our offices will remain open, and all individuals should attend interviews and appointments as scheduled. USCIS will continue to accept petitions and applications for benefit requests, except as noted below.

(201 posts)USCIS is a fee-based agency. Its funding is not dependent on annual appropriations from Congress. The exception is E-Verify, the component of USCIS that checks the work eligibility of employees being hired by U.S. employers.
I worked at a USCIS/legacy INS Service Center for 28 years and never missed a payday.

(7,545 posts)Once the service had incorrectly entered the data, DHS told them that they cannot correct anything in their system until the shutdown is over. I'm unemployable by the service until it's corrected.
