A lot of Presidents have resorted to this but for some reason Trump prefers for us to lose wars, thus he takes troops out instead of leaving them in.

Perhaps it’s because Putin doesn’t want the US to be a military threat to him anymore. What better way than to not go to war with countries Putin can use.
