so is the senate; it's normally a joint session.
without doing anything special beforehand, pelosi could always go up and bang her gavel and recognize another speaker or another order of business.
my vote is for her, right before donnie comes in, to have the house approve, by voice vote, a bill to immediately reopen the government and give back-pay to affected workers.
