"from time to time". It doesn't specify a place, and it doesn't even require a speech to be involved. Everything else is just a tradition that can be broken without violating the Constitution.

As for the Wal-Mart parking lot comment in the OP, my guess is that Trump will hold a rally out in either Virginia or Pennsylvania that can be easily driven to by a motorcade or even flown to by Marine One, where he'll have a rally of cheering supporters, carefully hand picked for purity to avoid any embarassment. It's the environment he's been most comfortable in.
