Is the shutdown stalling private sector hiring?

My wife, a department head for a private company, is being told that the two new hires she approved last week can't start because of the shutdown.

It's been a few years since I processed employee forms but all we needed then was a signed I-9 and some ID. They are claiming that they need to run an online federal verification that is currently unavailable.

Has anyone else heard of this happening? I've searched for references to this on the internet but I haven't found anything.

and certainly fucking up revenue for companies that have been hit with "stop work" orders thanks to agencies being closed down/unfunded. Effects of the shutdown will continue to exponentially expand and affect larger segments of the economy as it continues.
