Trump would use the speech as a pretext to conduct a combination rally for his more unhinged supporters, and a repeat of all of his lies and attacks on the Democrats, the truth, the Mueller investigation, and every bit of evidence that exposes his many lies.

Trump literally has nothing of value to say, except, perhaps, if he, and Pence, and the Cabinet, all admitted their treason and guilt and all resigned.

And even if that happened, many Trump voters would call it fake news.
