(32,025 posts)The Constitution says next to nothing about what we now call the SOTU. Trump could give it anywhere he wants or not give it at all. There are no formal requirements.

(86,647 posts)in any other form than personally before the House/General Assembly of the entire Congress and SCOTUS. It is the House who issues the invitation and it has now been rescinded. You don't go to a party at somebody's house if they told you they had to cancel the party.
He can do it on camera from the WH, he can send it in writing or he can stand in front of the Senate, but they didn't invite him in the first place. That's what it means.

(15,286 posts)Trump to figure out, but eventually he'll understand that he won't get a primetime, national address. He can either sign the bills to re-open government before next week and get his public face time or he can send over a written report.
I suppose he could give the SOTU from somewhere in the WH but, his recent Oval Office speech went over like a lead balloon and Dems would get a chance to respond.
