Can government employees accept tips?

I was thinking people might help out some of the poor people forced to work without pay by slipping the TSA agent or whoever a fiver on the way through the line. Maybe they could amass enough cash to meet the rent.

Supervisors cannot look the other way regardless of the circumstances.
