Our conclusion

President Obama, through a campaign tweet, pegged Paul Ryan as supporting a ban on abortions, "even in cases of rape or incest."

Ryan does oppose those exceptions. Obama’s Twitter claim misfires in saying Ryan supports banning "all" abortions. In some cases, he has supported an exception for when a mother’s life is at stake.

That’s an important detail that is left out. We rate Obama’s claim Half True.

Obama said Ryan opposed a ban on all abortions. He was mistaken on that. Ryan agrees 100% with Todd Akin that a tubal pregnancy or other life-threatening pregnancies where the fetus will die anyway can be exceptions. And Ryan agrees 100% with Todd Akin that abortions for pregnancies from Rape or Incest should be illegal.

The Romney Campaign can make any statement they want. But Ryan is in 100% agreement with Todd Akin on this issue.

missed the fact that Ryan is co-sponsored a "fetal personhood" bill that basically says that an embryo is considered a "person" which thus makes it murder if you abort, no matter what (thus banning abortion in another way).
