Here’s the scoop legally:
1. Trump illegally declares emergency, claims power to build wall with tax $ appropriated for other uses only.
2. Courts say it’s premature to block POTUS till he DOES something.
3. Trump signs bill opening government & claims victory
4. No wall.

I was suggesting that putin seems more important than anything else to trump, and that fear of bothering putin would be trump's first and most important reference point. My use of the word 'suggestion' was not meant to be a wry way of implying a specific order, but more of a general putin preference. I think putin likes the way trump is 'tying the US in knots' over this wall 'metaphor'. Amen.
