How to provide 5.7 Billion to build the mango Mussolini's wall...

Give 5.7 Billion dollars to the National Endowment for the Arts (NEA)...with the proviso that the money is spent in those counties that enjoy a common border with Mexico and that the art be a co-operative effort between Amrrican an Mexican artists and that the resultant art be displayed along the common border where appropriate?
