If there's a national emergency, shouldn't Trump declare a national emergency?

Why all this hemming and hawing and "I've got the right" and "I'll do it, just watch me" nonsense?

Trump keeps telling us that there's a national emergency. So why doesn't he do something about it, instead of merely threatening to do something about it?

Furthermore, if there's a national emergency and Trump can solve it by declaring a national emergency -- which as he keeps reminding us, he doesn't need anybody's permission for -- why is the government still shut down?

Gee, it's almost as if he doesn't really believe there's a national emergency at all!

I might call 911 if I don't get my way by next week.
I might call 911 if I decide the problem that has always existed is an emergency.I will decide if it is an emergency and let you know some time later.

An emergency is an emergency.
There are no alternates to an emergency.

Waving his arm, like he had any chance of throwing in the general direction of the baseman. He knows that if he throws, he's going to launch it into the outfield, or if he is close, the baseman will boot the catch and the runner will be free to advance. So his only hope is the painfully awkward, "I coulda thrown ya out" dance.

it means this "crisis" was at its worst when he entered office and has been getting better and better since then.

He's ignored it for 2 years, and now, suddenly when he has a Democratic House, he decides it actually matters? clear dereliction of duty, by his own logic.

tRump had two years to get this done. He didn't do it. Now it's an "emergency". The only "emergency" is it get's Russia off the front page. If tRump gets away with declaring a national emergency when TV cameras show not a soul near the border trying to get in, then our democracy is shot. There will be no need for Congress to allocate money as the President can do it any time he wants. These Republicans better wake up!
