I recall prototypes, bids, work-in-process

whatever happened to all that? Weren't the multiple companies constructing prototypes? Didn't I read where they have already been clearing the way (most likely illegally) through a butterfly habitat? It was a wall, no a see-thru wall, blah, blah. Did I dream all that? What became of it? What caused the reset? My feeble mind?
