There are a variety of watch lists. Those lists include persons with suspicious activity profiles or backgrounds who have not committed any particular offense, but who are kept an eye on in the event they are encountered in certain contexts.
But, sure, someone who otherwise has a right to enter the country, such as a US citizen on the no-fly list, would indeed be "encountered" entering the US at the Mexico border if they had traveled to Mexico and returned from Mexico.
That has zip to do with actually being a terrorist or a criminal of any kind - or even being a non-US citizen.

(51,627 posts)She started off with Sarah Fuckubee Sanders lying to Chris Wallace on Fux Ruse about the 4,000 or 3,000 terrorists coming over the border, OR through our airports. The joke was that no one in the tRump admin knows any real numbers or proof of those numbers. No one is quite sure about the number and exactly where all these terrorists are that she is lying about....go figure.

Secretary of Homeland Security Kirstjen Nielsen told reporters on Monday the exact number, which NBC News is first to report, was classified but that she was working on making it public.
Overall, 41 people on the Terrorist Screening Database were encountered at the southern border from Oct. 1, 2017 through March 31, 2018, but 35 of them were U.S. citizens or lawful permanent residents. Six were classified as non-U.S. persons.
On the northern border, CBP stopped 91 people from the database, including 41 who were not American citizens or residents.
The White House has used the 4,000 figure to make its case for building a wall on the southwest border and for closing the government until Congress funds it. They have also threatened to call a national emergency in order to get over $5 billion in funding for the wall.
