There is no continuity, and any apparent continuity is coincidence or based on the belief that a given position is a win for him and a loss for you.

Every interaction is based on an I win/You lose assessment, performed on the spot, with winning and losing not based on anything other than what he thinks at a given moment is a win for him. That could change in ten minutes.

There is no context outside of these considerations. No analysis is necessary because the only issue is whether he wins and you lose, which, as noted, can change in ten minutes.

It doesn't matter if he is objectively wrong (tariffs are paid by the exporting country) if he believes that the issue at hand is a win for him and a loss for you.

Everything - repeat, everything - is a zero sum game.
