Dereliction of duty.

Dereliction of duty generally refers to a failure to conform to rules of one's job, which will vary by tasks involved. It is a failure or refusal to perform assigned duties in a satisfactory manner.

Trump, as President of the U.S., through the Transportation Security Administration, Department of Homeland Security, is responsible for protection of the nation's transportation systems to ensure freedom of movement for people and commerce.

TSA, in order to operate, has to be funded, including the salaries of its employees. By refusing to fund the salaries of TSA agents, President Trump is not fulfilling his duty.

President Trump cannot reasonably rely on the requirement that TSA employees stay on their jobs without being paid.

worked out - THAT was an impeachable offense. It's considered an impeachable offense when a President fails to honor a previous President's commitments and treaties...
