5. He can order a wall to be built, BUT...

...he can’t order that extra funding be appropriated to pay for it. That would have to come from Congress via normal procedures and, with Democrats now controlling the House, that simply isn’t happening. His only other option would be to order the DoD to make massive cuts to the Defense budget to get him the extra funds, which would kill him with his own base.

This is all just typical Trumpian bluster designed to intimidate his opponent to agree to his “deal.” It won’t work this time.
